If strictly hypothetical, I have heard Lonsdaelite (W-Diamond) is the best.

Hi Jognan, I don't do much research on the hypothetical front sorry. Also, my research / activities are monitored by the NZ police with regards to my licensing. All of my mil / police / medical testing has been checked by overseeing bodies as a part of my license agreement as a researcher. My research is also utilized by the NZ defense research agency. As Johnny Cash said - I walk the line.

All I will say on the subject of penetration, is that all is not that it sometimes seems. There is a great deal of myth in this game. Tough, non-malleable bullet materials do not always perform as well as malleable materials depending on the substrate.
