If you can get 2650fps with a 195gr. bullet, out of a 7m-08?

I don't know for sure but my guess is in the side of no for that weight projectile and case capacity.

No, you cannot get this velocity. Unfortunately, 2300 to 2350 is as fast as this will go. A poor killing combo.

So we can move to the 7mRM with a 210g, but is this were the 7 Practial presents a better combo?

Re: Do you know . .
The power of the cartridge is one factor, the actual design of the bullet is another. A bullet may have a very high BC but may kill poorly, whether launched slowly or quickly. It is very important that you do not look at the BC of a bullet as a stand alone point, nor any marketing hype surrounding it, even if it is labelled as a hunting bullet. I could label the grill of my truck as a hunting bullet but it means nothing without context. If you wish to view my research on these matters in thorough detail, please see my book- The practical guide to long range hunting cartridges. Use the formative sections to gain a fundamental understanding. This will enable you to move beyond the hype, whether that be marketing hype or internet long shot braggers.

I believe also that if you read my online 7mm Practical article in detail, you will see that I mentioned designing the current reamer in such a way that it prevents guys from selecting a throat design speciifically for heavy weight bullets that look the part but kill no better than a 5.56 FMJ load. I made the design foolproof so that yes, such bullets could be used at full speeds, but once reality finally settles in (i.e- animal runs off with pin hole wound never to be seen again), the end user can change to a more appropriate bullet design that actually kills quickly.

This possibly sounds very confusing if you are starting out. The book series will take you through such factors, step by step if you want to learn more.

Order of the series:

Rifles
Cartridges
Accurizing and Maintenance
Reloading
Shooting

All to be read in that order, though the shooting book can be read first.
